For purposes of Star Wars narrative, it’s important to have your established infrastructure become decadent or hidebound. You wouldn’t get nearly as much cinematic action out of a universe where this sort of thing happens:

“Hi. I’m Sidney Palpatine, and I am a Dark Jedi.”
“Hi, Sid!”
“It has been three years since I last used the Force to dominate and control...”

I always thought Palpatine's victory was more a tribute to the incompetence of the Jedi than any ability on his part. I mean, any group that sneaks into an enemy base just so they can RUN OUT ONTO THE KILLING ZONE really has no business surviving.

I'm not sure it's incompetence as much as it was complacency. After all, they existed for thousands of years without a serious threat to its authority.
